Public economics facing depopulation: the role of education and the challenge of the University

The University cannot remain detached from the so-called "demographic challenge" and even more so in regional Universities where this is a burning problem. Despite curricula rigidities and the lack of flexibility that ANECA contemplates in modifying them, it is possible to propose a training scheme that allows this problem to be tackled from the academic world. To this end, using as a methodological basis the triple and quintuple helix models, and as a practical praxis the Intelligent Innovation Strategy (RIS3) for Castilla-La Mancha, the necessary public policies will be interwoven to face the demographic challenges within the educational structure of the Degree, Master and Doctorate of the Faculty of Law and Social Sciences of Ciudad Real. The innovative character of this work is reflected by the practical application from the University of Public Policies to the Demographic Challenges, making teaching compatible with research through a proven methodology from both theoretical (triple and quintuple helix models) and practical (RIS3) approaches.
